HINESVILLE, GA — May 20, 2025— The Liberty County Development Authority (LCDA) is proud to announce the appointment of Malissa MacKay as vice president of business development, effective June 9, 2025. MacKay brings more than a decade of leadership in logistics, transportation, and economic development to the LCDA team, strengthening the authority’s mission to attract investment and support sustainable growth in Liberty County.
Prior to joining LCDA, MacKay served as senior manager of logistics at the Georgia Department of Economic Development (GDEcD), where she helped drive innovation and business growth throughout the state. Working through the Georgia Center of Innovation, she provided strategic freight analysis and industry data to support investment and expansion decisions statewide. Her leadership of key logistics and supply chain initiatives — most notably the annual Georgia Logistics Summit — helped position Georgia as a premier logistics hub in the Southeast.
“Malissa brings a unique blend of technical expertise and strategic insight that aligns perfectly with Liberty County’s future,” LCDA CEO Brynn Grant said. “Her deep understanding of our state economic development efforts, logistics, and public-private partnerships will be instrumental in advancing our business development goals. She will be generating and responding to leads of every kind, but focused proactively on identified targets like manufacturing including automotive suppliers, aerospace/aviation, and more foreign direct investment in addition to high-wage, logistics-related operations like e-commerce and cold storage.”
MacKay is on the boards of the World Trade Center Savannah, Startup Savannah, and the Savannah Chapter of the Association of Supply Chain Management, underscoring her commitment to fostering innovation and championing Georgia’s world-class infrastructure.
MacKay also has more than 10 years of private sector experience in transportation, systems, and compliance. She holds a bachelor’s degree in film from Georgia State University and a saster’s degree in systems engineering from the Georgia Institute of Technology, equipping her with a distinctive interdisciplinary approach to leadership.
